By joining OECD, Korea has confronted to develop social welfare institution for the elderly appropriate to the welfare level of other OECD countries. Therefore, it is necessary to perform self-developed social welfare programs for the elderly considering those of OECD countries.
Under the above background, the welfare programs of OECD countries were analyzed and compared based on the two frameworks of comparative analysis. The first one is the environmental factor such as (1) the rate of elderly population, (2) GNP per captia, (3) the rate of government expenses for the social welfare for the elderly. The second one is the institutional contents of social welfare such (1) income security, (2) medical security, (3) social service.
